    These four simple words added together prove that 1 + 1 + 1 +1 > 4. Honoring students’ geography, beliefs, where they call home, and the people who are part of all three is a hard-to-come-by alchemy. This first cohort is made of 35 students from 11 different high schools. The program starts in junior or senior year of high school and takes two and half years to complete. By the end of 12th grade, students can earn up to $4,000 by participating in Launchpad. They begin with a problem frame; continue with opportunities to investigate, create, and revise; and culminate with an opportunity for impact

    When the Launchpad team first started designing their first studio for Launchpad 101, they designed it around a larger, hypothetical project, one that students often hear in a traditional school setting: imagine if you had X amount of dollars to solve a community problem. What would you do?  The Learning Innovation Network team pushed the Launchpad team to consider ways to make the experience more authentic, for students to work on a problem they could actually solve, to have authentic impact. Why is the student demonstrating these skills and who are they demonstrating these skills for? There is a spectrum of authenticity, as seen below. There is no “good” or “bad” authenticity – the authenticity has to fit the project’s needs.     • Identify a community they are a member of.
    • Form a group of students that are interested in working with the same community.
    • Conduct interviews with community members and online research to better understand community problems.
    • Brainstorm tech-enabled solutions and build a one-pager to explain their solution and share their key result for measuring success.
    • Develop a five-minute pitch.
    • Practice and present their pitches with industry partners.
    • Participate in a program-wide pitch competition where the top six teams compete in Ignite, a pitch competition, in front of judges, community members, and family members. Three teams earn cash prizes to support their project development.

Launchpad students can’t just create a video game because they like video games; the game must help solve a problem in their community. Nick Imparato, Launchpad’s High School Program Director, said, “We wanted to ensure that students felt a clear connection that the tech skills that they were learning had the potential to create a positive impact in their community, that tech skills don’t just have to be used to make a profit.”

    Students identified problems ranging from gaming addiction to the bus being late to the teen mental health crisis. In order to help focus their problem frame and highlight authenticity, students needed to create proposals in a one-pager format where they succinctly described the problem, the community, their research, and their solution. Here are some examples:

    • Latinos in Philadelphia: a website in English and Spanish that connects Latinos in Philadelphia to resources related to  healthcare, housing assistance and language comprehension. 
    • Launchpad B.T.S.: TikTok campaigns to recruit for Launchpad and to help current students feel more connected.
    • 8 Wheels for 2: a website that updates skateboarders know the cleanliness and state of equipment at skateparks around Philadelphia.

The Building 21 Competency Framework offers students multiple ways to evidence communication acumen in skills such as Communicate Effectively and Manage and Resolve Conflicts. 

    The Launchpad team designed Ignite around the Present to an Audience competency, which asks students to:

    • Introduce the presentation.
    • Present findings and supporting evidence.
    • Customize the presentation for the specific purpose, context, and audience.
    • Use presentation aids.
    • Use language and body movement effectively.
    • Give an effective conclusion.

    During preparation for Ignite, students practiced rating themselves, classmates, and exemplars on their pitches multiple times. This process not only helped work out the pre-pitch jitters, it helped students become more familiar about how the continua works. Because there wasn’t enough time for all 14 teams to pitch in front of a live audience and judge panel, the Launchpad staff decided to hold runoff rounds during the week. The top six teams competed in Ignite, but everyone’s one-pager was featured via a QR code in the program distributed to all guests at the event. 

    The quality of the final pitches is a testament to the authenticity and dedication instilled in students throughout the program. Dannyelle Austin, Executive Director of Launchpad said, “What was so amazing to see is the amount of growth that students achieved in just a short amount of time. Students inspired me and others around them with their compelling pitches and creative visuals. In their pitches, you could see the passion and connection that students felt to the community and to the problems they identified in that community. Launchpad is truly preparing the next generation of tech leaders, creators, and innovators.”

Over the next two months, our team gave info sessions, tabled at Back to School nights, hosted virtual webinars, and called countless students and families to build awareness and excitement about this new, innovative program.

All of those students submitted a personal statement describing their passions, life stories, and interest in the program. Out of the applicants, we were able to conduct interviews with 78 students.

        • What made you apply to Launchpad?
        • Describe a time when something was difficult.  Explain what motivated you to keep going during this time?
        • What is a problem in your community or the world that you care deeply about? How can technology help to create a solution to that problem?
        • Tell us about a time you worked on a team. What role did you play on this team and why did you choose that role? 
        • Tell us about a time you failed or messed up.  What happened?  How did you grow and learn from that experience?
        • Describe an experience that has impacted how you view yourself in your community?

We weren’t just looking at the strongest individual applicants, but rather we wanted to create a collective group that met a few key criteria.

    1. We wanted our group to represent the city of Philadelphia. This meant ensuring students were from a variety of zip codes, high schools, and reflected the city’s racial and socioeconomic diversity.
    2. We needed all of our students to be passionate about technology, but we wanted other interests represented as well. Many students we spoke to were passionate about the arts, real estate, and entrepreneurship.
    3. We looked for students who had a range of tech experience, recognizing that tech opportunities are not evenly distributed across the district and some students may have never had the chance to work in tech before.
    4. We intentionally sought out women and non-binary candidates in order to work against the male dominance prevalent in the tech industry.

Our cohort includes first-generation immigrants and Philly born students whose families have lived here for generations. We have student body presidents, volleyball team captains, color guard leaders, working photographers, aspiring authors, and skilled technologists. We also have a number of students whose full potential hasn’t yet been realized, emphasis on the yet.

    We were surprised how many students expressed an interest in college as part of their interview and application. For those unfamiliar, Launchpad is intended to be an alternative pathway to college, equipping young adults with the skills necessary to land a good paying job in the tech industry without requiring a traditional 4-year degree. Many of these applicants expressed a desire to take a break from school before going to college or a need to work and save up before enrolling in university. I am curious to see how these applicants feel at the end of the three year program – if they will choose to continue on to college or decide to enter the workforce right away.     Over the past three years, Building 21’s co-founders Chip Linehan and Laura Shubilla teamed up with Elevate 215’s Stacy Holland to brainstorm a new kind of workforce development program.

    Dannyelle Austin, the Executive Director of Launchpad, joined the team in late 2022 and the design process began to accelerate. Together they envisioned a program that wasn’t quite college and wasn’t quite an apprenticeship, but a truly new model. They called it Launchpad and in this post as well as a few others throughout the upcoming months, I will be sharing a little bit about Launchpad and what we have been building in Philly.

    Last summer, Jobs for the Future (JFF) published “The Big Blur”, a report advocating for a new model for workforce development that blurs the lines between High School, College, and Careers. The paper argues that the current high school model woefully inadequately prepares young people to enter the modern workforce.

    As high school CTE and pre-apprenticeship programs become fewer and farther between, most 18-year-olds are leaving the public education system without a clear direction and without the necessary skills to land and thrive in good-paying jobs. Unfortunately, only about half of students who start college earn a degree, with only 14 percent of low-income students reaching that milestone. Furthermore, college is also not always the best way to prepare young people for the workforce. Without meaningful career connections and specific job-ready skills, many people leave college with a huge amount of debt and not much more job prospects than a high schooler.

    In the paper, JFF argues for an entirely new institution that targets young people in their last two years of high school, and stays with them after they graduate, easing the transition between high school, college, and career, and creating a space that can better prepare young people for the world of work.

Since founding the Philadelphia Lab School in 2014, they had seen first hand the lack of options afforded to young people in the city not interested in going to college. At the core of Building 21’s mission is a desire to innovate and break free from traditional models of education, ensuring that any and all work we do with young people serves to empower them as learners and individuals. So naturally, when they noticed the severe deficit in opportunities present throughout the district and the city as a whole, they decided to fix it themselves.     Outside of Building 21’s motivation and the shifting landscape of youth workforce development as a whole, I believe there is a unique, immediate need for Launchpad in the Philly tech space. Tech has a serious diversity problem. Women and people of color are massively underrepresented in the tech industry, with only about 6% of developers identifying as Black according to the U.S. Bureau of Labor Statistics. This disparity has resulted in numerous instances of racial bias making its way into technology used for facial recognition by law enforcement and housing discrimination. The tech industry needs more skilled technologists of color not only to address its history of bias, but also to build a sustainable, creative future. At the end of the day, only employing one tiny subset of the population will inevitably stifle creativity and innovation. We need individuals from all backgrounds working, ideating, and flourishing in the tech space to ensure it becomes all it can possibly be. Tech companies are moving to Philly, eager to take advantage of its affordability and East Coast density. However, this migration has not created the kind of economic opportunity for locals that the city needs.

    My hope is, with Launchpad and similar programs, we might be able to capitalize on this influx of opportunity, and ensure that tech works for the city, just as its citizens begin working for tech.

    Launchpad’s mission is to bring together networks of students, high schools, post-secondary institutions, and employers to co-create new pathways for young people that lead to good jobs in growing industries. We accomplish this in a three year program that starts when a student is in 11th grade, and continues for a year and a half after high school.

    Through this time, students are acquiring a mix of technical skills, industry exposure, college credits, certifications, and real world work experience. The entire program is tuition free, and students are paid for all the time they participate in Launchpad.

    Our college courses are offered in partnership with Arizona State University as part of their Universal Learner Program. Additionally, we have been working alongside Harrisburg University Philadelphia to offer space and enrichment activities for our high school students. It is our very first year, and we are hoping to enroll 45 11th graders for our inaugural cohort. As the program grows and scales up, we want to eventually bring in cohorts of 100 11th graders year over year.

This runs from January through June in their 11th grade year. Launchpad Foundations seeks to provide students with a general overview of the different components of the program: a single college course on IT fundamentals, a research project on career pathways in technology, and opportunities for industry exposure.

    Following Launchpad Foundations, students transition into Launchpad 101, a more intense year-long course meant to ramp up the difficulty and prepare students for what is to come after high school graduation. We are also imagining this will be a point where students might transition out of the program, opting to go to college, enter the workforce right away, or pursue another postsecondary opportunity. If the outcome of that wayfinding process is, indeed, a career in tech, we will move participants into the third phase of the Launchpad program: Bootcamp.

They will still be learning, gaining credentials, and growing as professionals and technologists all while easing into the routine of work. Eventually, we hope to move beyond the tech sphere, recognizing that tech is not going to be an ideal fit for all young people in the city. By offering programming in areas such as healthcare, manufacturing, quality assurance, and more, Launchpad will open up new avenues to high-paying jobs without the traditional financial barrier of college that often make these careers so inaccessible. Lastly, to accommodate our growing community, Launchpad is on the hunt for an exciting home base to run our program. We hope to find a location that offers ample space for our students to learn in as well as room for us to grow.

    As we prepare for these exciting new chapters, we have also been moving through the difficult process of answering some of the most fundamental questions in the workforce development space. While we feel confident in our ability to give our students the strong foundation necessary to break into tech, we know many employers rely on credentials and certifications when making hiring decisions. We’ve been slowly working on striking a healthy balance between college credits and credentialing through partners and our own curriculum that attempts to fill in the knowledge gaps many traditional IT courses fail to address. 

    Launchpad still is wrestling with the questions of how to convince students to take the leap and join, despite these looming concerns around accreditation. We hope that as we continue to build our reputation throughout Philly and beyond, Launchpad can set a positive example of how alternative workforce development programs can be the answer when traditional education models fall short. Especially as our initial cohort of students complete the program and eventually land lucrative positions at tech companies, Launchpad might be able to show the high schoolers across the city that these jobs are attainable, even without a four-year degree. 

    At the end of the day, the hardest part of building a new kind of workforce development program, or anything new for that matter, is that you are truly starting from scratch. From how to teach this content to how to explain it to young people and their families, we are constantly running up against deeply entrenched habits and assumptions that work to limit the future possibilities for young people. My hope and my dream is that this kind of program can become a new normal, and young people interested in all sorts of careers and fields might be presented with opportunities to learn, experiment, fail, and grow as they journey towards a future that will work best for them.     • Offer an opportunity for participating students to earn college credit and financial incentives for participation and successful completion of the ASU course.
    • Identify best practices and areas of improvement for the ASU partnership to ensure that at least 80% of future Launchpad participants can successfully pass their dual enrollment classes.
    • Pilot sample LaunchPad experiences including the modules in the LaunchCode Discovery Course and the LaunchCode HackerRank test.

When asked why he was interested in the after school program, he shared, “it was the opportunity to get college credits while being in high school. I’ve never taken a college class before.” Students are taking Identity, Service, and American Democracy through ASU’s online program. In this course, students like Luigi are learning about civic engagement and how people shape the world. They are gaining insight into how to become active and engaged members of their community. They will interview public service leaders, investigate local issues, and form the what, why, and how of civic engagement, which they will use to create a civic action portfolio. Luigi shares, “I also said yes because of the money that we can earn for meeting the goals of the after school program. It has a lot of benefits.”

     

    The Catalyze Challenge funding allowed us to compensate students up to $500 for successful engagement in the after school program. Students aren’t just taking a college class, they are helping to inform critical programming elements that we will use to design the first two years of the Launchpad curriculum. 

     

    When asked about his experience in the IT discovery course, Luigi talked about how much he realized that programming and coding is just like a “puzzle that you put together pieces to show the big picture.” The feedback from students about how best to expose young people to the fundamentals of programming and careers in the IT sector has been invaluable. Building21 students are essentially part-time curriculum designers as they are using their own experiences to help us shape the future of Launchpad. And, as Luigi said, the money is a great motivator along with all the other benefits students get from participating. The Catalyze Challenge funding is helping students get things they want and need and for students like Luigi, helping out family as he gave half of his first stipend to his mom. 

    We are excited to continue the Civic Engagement class, which is scheduled to wrap up in May. Luigi is most excited about “working together with my classmates in the course and seeing their abilities as a group. As a hairdresser herself, my mom directed me to the only route to wealth that she knew. While college was certainly the right path for me, she pushed me towards it not because I was excited about college but because she did not have the exposure or language to help me understand other options. It’s not like there was an abundance of career pathway programming for high school students twenty years ago. It helped me find my way  to a rewarding career in academic and workforce development programming for youth in and around Philadelphia. (I still do hair on the side, though, as my mom also taught me the value of a good side hustle.) But, my heart hurts for every young person in the city of Philadelphia who may not be excited about college and who also doesn’t have access to a financially rewarding career pathway. About half of School District of Philadelphia graduates go right into the workforce. My work has always focused on positioning our Philly students as an untapped source of talent for corporations looking to diversify their labor force with highly skilled, highly motivated, and highly resilient young people.  [/vc_column_text][vc_column_text]As the incoming Executive Director of Launchpad, I am excited to breathe life into Building 21’s innovative brainchild and bring together networks of students, high schools, post-secondary institutions, and employers to co-create new pathways for young people that lead to good jobs in growing industries.

    By integrating career-connected learning, authentic work experiences, and the development of “future ready” skills, Launchpad will harness the power of these networks to prepare students to thrive as they transition into full-time work. If we support students to mastery across future ready skills, help them acquire job/industry specific skills, create lower-stakes opportunities for students to do real work with real customers at Launchpad Inc., and place them in good-fit living wage roles, then students will be launched into the next phase of their lives, ready to thrive in their first role and along an upward career trajectory in a growing industry.  [/vc_column_text][vc_column_text]Certainly, no one can realize these grand ambitions alone. In the coming months, we will hire additional staff to further develop and refine our ideas and approach. We will also reach out to many individuals and organizations in our broader community and  seek their input, partnership, and support. Along these lines, I am thrilled to report that Launchpad was recently named an inaugural winner of The Catalyze Challenge.     As I step into my first Executive Director role, I reflect on that 14-year-old girl who was really upset with my mom when she told me I HAD to go to college. I reflect on the privilege of having someone in my life pushing me in the best way that she could given her experience and knowledge at the time. I reflect on how much gratitude I have for my mom whose decision 21 years ago was the start of my lifelong journey to be a catalyst for change in Philadelphia and to create meaningful opportunities that can transform the lives of young people across the region.
